Rationale for Establishment
Article 278 of the Act on the Election of Public Officials
(Voting and Ballot Counting by an Electronic Organization)
provides that decision-making on computerized management of affairs pertaining to voting and ballot counting
requires consultation with political parties that have negotiation bodies in the National Assembly. The Act stipulates that for such consultation, an E-Voting Promotion Council involving political parties that have negotiation bodies in the National Assembly may be set up and operated.

Role Function
Concerning implementation of the e-voting and e-election project, the E-Voting Promotion Council has to engage in consultation regarding the following:
กค Direction of the project and strategies for implementation of the project;
กค Matters related to creation of a political and social foundation for execution of the project;
กค Matters related to determination, division and performance of duties among the agencies concerned; and
กค Other matters that require consultation for efficient implementation of the project.

Composition
The E-Voting Promotion Council is comprised of no more than fifteen (15) persons recommended by the government agencies concerned, research institutes, academic institutes, civic groups and so forth, including one (1) recommended member from each of the political parties that have negotiation bodies in the National Assembly. (Term: 2 years)
The Council chairman is elected among and by its members. The chairman represents the E-Voting Promotion Council and supervises its affairs.

Working-Level E-Voting Promotion Team
Under the command of the E-Voting Promotion Council, the Working-Level E-Voting Promotion Team is comprised of persons at the level of office chiefs and bureau chiefs of the National Election Commission and the political parties, government agencies concerned, relevant organizations, and groups that have recommended members of the E-Voting Promotion Council for the purpose of providing working-level support to, and engaging in detailed policy coordination and consultation with, the E-Voting Promotion Council.
The Working-Level E-Voting Promotion Team is to report to the E-Voting Promotion Council on the status of studies and research on the e-election project, as well as project implementation.
